Police.
(3.) Read: A Letter from the Acting Captain Superintendent of Police, recommending that the Chief Inspector of Police (Mr. HORSPOOL) be allowed to receive the increased Personal Allowance recommended by the Secretary of State, from the 1st January last.
The Committee recommend that the vote of $480, being Personal Allowance from the 1st January to the 31st December, be approved, as Mr. HORSPOOL has expressed his willing- ness to re-engage for a further term of five years on the expiration of his present term of
service.
(4.) Read: A Letter from the Acting Captain Superintendent of Police, recommending the appointment of a Chinese Engineer for the Police Launch Charles May.

The Committee advise that in view of the importance of having a properly trained and efficient man in charge of the Launch, the vote of $225, being the salary of a Chinese Engineer for nine months, at $25 per month, be approved.
SERVICES EXCLUSIVE OF ESTABLISHMENTS. Registrar General.
(5.) Read: A Letter from the Registrar General, recommending that the Inspector of Markets (Mr. ORLEY) be allowed a Lodging Allowance in lieu of quarters.
The Committee advise that the vote of $270, being a Lodging Allowance, from the 1st April to the 31st December, 1884, at the rate of $30 per month, be approved, in view of the opinion of the Colonial Surgeon and the Surveyor General as to the unsanitary state of the Inspector's present quarters.
Observatory,
(6.) Read: The papers relative to the purchase of a THOMSON'S Automatic Tide-Gauge. The Committee advise that the vote of $400 be approved, as it is highly important in
the interests of navigation and commerce that Tide Observations should be regularly made.
Medical.
(7.) Read: A Letter from the Health Officer, requesting authority to have his Launch overhauled and repaired, and that he may be permitted to have another Launch in the
meantime.
The Committee recommend that the vote of $320, required for the necessary repairs. and temporary hire of a launch be approved.
Works and Buildings.
(8.) Read: The papers relative to the erection of a Matshed Police Station at Mount Kellet.
The Committee recommend the approval of the vote of $2,500 required for the erection of the Matshed and levelling the site in view of the extreme necessity of having a regular Police, with suitable quarters, stationed at the Peak for the protection of life and property, and express a strong opinion that a permanent structure should be erected there as soon as possible.

(9.) Read: A Letter from the Surveyor General, applying for a vote of $650 to repair the roof of the T'aipingshán Market.
The Committee advise that the vote be approved, as it is important to keep the Market, which brings in a considerable revenue to Government, in a proper state of repair.
(10.) Read: A Letter from the Surveyor General, reporting that the drainage and filling in of the unhealthy marsh in the centre of the Race Course, and its conversion into healthy dry land may be accomplished for the sum of $25,000.
The Committee, considering that the filling in of the swampy lands within the Race Course is a necessary sanitary work, recommend that the vote of $25,000 be approved, and that the work should be carried on with all despatch.
Miscellaneous Services.
(11.) Read: A Petition from the Society for the Protection of Women and Children (the Po Léung Kuk) requesting a grant from Government in aid of the expenses of the Society.
The Committee recommend that a Grant of $1,000 be made to the Society, as it is doing much good work which Government would otherwise have to do, and that the question of a regular monthly subsidy be considered when the Society has made arrangements for a building of its own.
(12.) Read: A Letter from the Honorary Secretary to the Ordinance Revision Com- mission (Mr. MACKEAN), applying for the appointment of an Assistant to the Honorary Secretary.
The Committee recommend that a Provisional Salary at the rate of $50 a month be voted for the services of an Assistant, for eight months, in order that the important work of the revision of the Ordinances may be completed without delay.
Land and Houses Purchased,
(13.) Read: A Letter from the Surveyor General, applying for a vote for $950 for compensation for resumption by the Crown of a portion of Inland Lots 714 and 715 near Robinson Road, which has to be resumed on account of the Pok-fulam Conduit being under it.
The Committee recommend that the vote of $950 be approved, as it is most important that the water in the Pok-fulam Conduit should be protected from any risk of pollution.
(14.) Read: A Memorandum by the Registrar General (Mr. STEWART) recommending that in future the appointments and rates of pay of the Inspectors of Police under the Con- tagious Diseases Ordinance, be:--
1. First Class Inspector, at $100 a month,
2. Second Class Inspectors, at $80 a month,
with Fire, Light, Uniform, and $20
a month in lieu of quarters.
